USPS Incentive Designed For Growth

The First-Class Mail and Marketing Mail Growth Incentives are financial incentives offered to mail owners to encourage them to increase their mail volume in 2024. The Postal Service will issue postage credits to mail owners who grow their qualifying First-Class Mail or Marketing Mail volume in 2024 compared to their volume in 2023 and meet all other incentive requirements.

Which mail types qualify for the incentives?

  • First-Class Mail: Presort Letters, Presort Cards, and Presort Flats
  • Marketing Mail: Marketing Mail Saturation Letters and Flats, Marketing Mail High-Density Letters and Flats, Marketing Mail Letters and Flats, Marketing Mail Carrier Route, and Marketing Mail Parcels and Saturation Parcels

How much postage credit will I receive if I grow my mail volume?

The Postal Service will issue a 30% postage credit based on the incremental volume in 2024 (compared to the 2023 baseline volume) times the average actual price paid per mail piece for qualifying mail during the incentive period.

What are the requirements for receiving the postage credits?

To receive the postage credits, mail owners must:

  • Mail at least one million mail pieces in 2024 relevant to the incentive (First-Class Mail or Marketing Mail) in the mail class.
  • Have a 2024 mail volume that exceeds their 2023 volume.
  • Meet registration requirements for the incentives, which include accepting a baseline volume for each incentive determined by the Postal Service.
